## Abstract

OSM is approving amendments to the Illinois regulatory program (Illinois program) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The Illinois Department of Natural Resources (Department) sent us revisions to the Illinois statutes pertaining to definitions and areas unsuitable for surface coal mining operations. The Department also proposed revisions to and additions of regulations concerning a definition for ``previously mined area,'' areas unsuitable for surface coal mining operations, permitting, violation information, impoundments, explosives, revegetation, prime farmland, bonding, administrative and judicial review, and blasters certification. The amendments are intended to revise the Illinois program to be consistent with the corresponding Federal regulations and SMCRA, to clarify existing regulations, and to improve operational efficiency.
