Abstract
The Governor of the State of Indiana and the Secretary of the Department of the Interior (Secretary) are entering into a cooperative agreement between the Department of the Interior and the State of Indiana. This agreement will allow Indiana, under the permanent regulatory program, to regulate surface coal mining and reclamation operations on Federal lands in Indiana. Section 523(c) of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) authorizes the cooperative agreement.
