## Abstract

OSM is approving a proposed amendment to the Maryland regulatory program (hereinafter referred to as the ``Maryland program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Maryland proposed revisions to its regulations regarding the right to administrative review of final decisions and award of costs decisions. The amendment is intended to revise the Maryland program to be consistent with the corresponding Federal regulations and SMCRA.
