## Abstract

The National Park Service (NPS) is issuing this final rule to prohibit public nudity within the boundaries of Kaloko-Honokohau National Historical Park, Hawaii. Public nudity is in conflict with the enabling legislation of the park and the traditional values of native Hawaiian culture, which the park was created to perpetuate and preserve.
