EE STATES THAT HE WAS OPERATING SCOOP AND LOWERED THE SCOOP BUCKET TO THE BOTTOM AND APPLIED PRESSURE TO THE FRONT OF THE SCOOP BUCKET SO HE COULD BACK-DRAG THE ROADWAY IN FRONT OF DUMPING POI NT. WHEN HE BEGAN MOVING THE SCOOP BACKWARDS, THE SCOOP BUCKET WAS ON THE SECTION DUMPING POINT AND CAME OFF DROPPING APPROX. 18 INCHES TO THE MINE FLOOR, JARRING THE OPERATOR.
