EMPLOYEE STATED HE WAS CLEANING ON THE NO. 3 BELT USING THE #16 SCOOP. HE WAS OPERATING THE SCOOP WITH HIS RIGHT HAND ON THE STEERING CONTROL LEVER AND THE LEFT HAND WAS POSITIONED OUTSIDE TH E OPERATOR'S COMPARTMENT OVER THE FRAME AT THE CENTER SECTION.
