EE WAS USING A 5' PRYBAR TO REMOVE CROSS TIE SPIKE FROM RAILROAD TRACK, AS HE PUSH DOWNWARD, THE PRYBAR SLIPPED AND HE PINCHED FINGER BETWEEN BAR AND GROUND. HE WAS WEARING GLOVES. EE DID NOT FOLLOW INSTRUCTIONS TO KEEP FINGERS FROM UNDERSIDE OF BAR, TOOL NOT DEFECTIVE AND WEATHER WAS GOOD.
