EE WAS LOADING INTO MANBUS TO COME OUTSIDE. HE REPORTED THAT MANBUS PULLED OUT BEFORE HE WAS SEATED AND CAUSED LEFT LEG TO TWIST UNDER MANBUS. WITNESSES SAID THAT HE WAS FULLY SEATED AND READY TO GO.
