EMPLOYEE WAS EXITING PREHEATER ELEVATOR THAT HAD STOPPED ABOUT 6 TO 8 INCHES ABOVE THE FLOOR LEVEL. HE STEPPED DOWN AND TWISTED HIS RIGHT KNEE.
