A ROCK APPROX 6' HIGH 2 THICK STARTED MOVING DOWN BULLDOZER SPOIL RAMP. EE WAS ON FOOT WITH A SHOVEL IN HAND AT THE BOTTOM. ANOTHER EMPLOYEE TRIED TO GET HIS ATTN & COULD NOT. ROCK FELL OVER S IDEWAYS & HIT HIM. IT WAS DRY & SUNNY.
