ELEVATOR DEVELOPED ICE ON THE RAILS THEREFORE STOPPING IT. AT THE SAME TIME THE COUNTER WEIGHT FROZE UP. CAUSE OF THIS INCIDENT WAS VERY COLD WEATHER. NO DAMAGE WAS DONE TO THE ELEVATOR BUT DID INTERFERE WITH ITS USE FOR MORE THAN 30 MINUTES. PEOPLE WERE STUCK IN THE ELEVATOR.
