Narrative

EE stated that he was int he process of loading rock dust onto the back of his scoop. He was lifting the dust and turning 90 to 180 degrees stacking the dust on top of the scoop. While in the process of turning with a bag of dust in his hand. He stepped onto a piece of rock which threw him off balance into the scoop. Twisting his right knee in the process.
