## Narrative

The boat loader leader was climbing a 5 foot steel ladder to get into a flume under the loading shuttle to clear some ice. As he climbed the ladder, two of the steel rungs failed which caused him to fall. He caught himself with his right arm and climbed into the flume. His right shoulder was badly strained and resulted in 3 days off of work.
