3-C belt running out of alignment. EE was standing close to belt framework to sight down beltline. He felt left pant leg catch on belt splice, cut in belt, or moving bottom belt. Left leg moved toward right. This action pulled him down slightly & to the right; he felt his left knee pop. Fell to ground away from moving belt. Unable to walk, crawled to power center for help.
