Employee was pulling back on a utility knife cutting belt, the blade broke and the blade sliced the palm of his left hand. Cause of this injury was unsafe act. Compliance with rules was a factor, protective equipment was being worn, miner attitude could be a factor, mining equip/systems not a factor.
