EE was in the process of installing a roof bolt on the opposite side of the operator on #3 unit. As he began to drill the starter hole, the steel became lodged in the hole. He then reached up with his left hand and right hand to pull the steel down. When he did this, the steel came loose and caused the bottom of his right hand to hit the pot of bolter.
