Employee, preparing blast round, wet area down, turned to exit pile to retrieve scaling bar when small amount of cemented backfill fell striking him on hat dislocating left ankle. Heading was cemented backfill supported with welded wire mesh/rockbolts providing 100% aerial coverage. Incident occurred at edge wire immediately prior to freshly blast round (un-supported ground).
