Narrative

EE standing under heat exchanger working. Right foot on lower slope foundation and left foot on elevated foundation, about 12"" drop. 4"" cold roll steel about 12"" long used for counterwieght lying on upper foundation. EE accidently bumped counterwieght with hammer causing it to roll off landing on top of right foot. Resulting in fracture.
