## Narrative

Employee was moving an overhead crane that had a 2 leg sling on hook.  One leg of the sling hooked an original safety tie off cable (not used)  located above the rod mill.  The cable was attached to a hand rail and the cable pulled the hand rail off.  The hand rail then struck the employee on the front of the hard hat, knocking him to the concrete floor.
