## Narrative

While the electrician was checking a phase protector device, he accidentally touched & shorted 2 phases with his voltmeter.  A contributing factor is the fact that he had not removed the alligator clips from the end of the probes.  As a result, he got minor burns to his arms & face and loss some facial hair.
