## Narrative

Two employees were using com-a-longs to drag a set of stairs across the top of an overcast, for installation. In the moving process the steps hung up on a lip. IE pushed on the tensioned chain with his foot to free the stairs, as he did the stairs swung to one side.  In the process a loose chain (suspended from the stairs) caught his foot and pulled him off the overcast.
