## Narrative

EE lifted and tossed the ""eye"" end of a 5/8"" diameter cable that was attached to a barge drop-back winch on the dredge. The cable end that he was tossing over the barge deck fitting was estimated at less than 20-pounds for the portion that he held. The EE claimed that his elbow ""popped"" as he tossed the eye end.
