## Narrative

Employee was trying to clean windshield of backhoe.  He opened the cab door, placed his left hand on the outside handle by the windshield and placed his left foot on the top step, he tried to swing himself out but lost his balance and fell.  His right foot caught between the door frame and fender in the cab.  He broke the Tibia and Fibula in his right leg.
