## Narrative

2 employees were to weld a broken hand rail & replace a v-belt guard.  The 2 items were 5 feet apart. They decided to weld the handrail & then replace the guard.  For reasons unknown the injured employee started replacing the guard while the welder was repairing the hand rail.  This resulted in a flash burn to the employees right eye.  The employee did not work his next shift.
