## Narrative

The IE started to loosen the nuts on the victalic coupler to remove an end cap of the waterline, when a rush of water blew out and the cap blew off. The water hit the witness in the face and turned to the side to wipe off his glasses and when he turned back around he noticed the IE lying on the ground beside and partially under the beltline.
