Employee was unloading rock dust from track flat car into uni-hauler. He threw a bag of rock dust into the bed of the uni-hauler and felt pop in left shoulder. PPE was not a factor, mining equipment/system was not a factor, compliance rules/regs was not a factor, miner proficiency was a factor.
