## Narrative

Alleged injury was to have occurred while this contract labor was working in water at bottom of an airshaft. He noticed skin burns around calf area of both legs (cement). Cause of this injury was lack of knowledge of what cement can do to skin. Compliance with rules/regs not a factor, mining equip/systems not a factor, PPE a factor, job skills and miner proficiency may be a factor.
