Alleged injury was to have occurred while this contract labor was building a block wall while standing on a ladder, the wall started to fall over, knocking him off the ladder. Cause of injury was not securing wall with wedges as being built. Compliance with rules a factor/regs not a factor, mining equip/systems or PPE a factor and job skills and miner proficiency may be a factor.
