Alleged injury was to have occurred while this contract labor was lifting waterline and he attempted to turn while he was bent over, exerting pressure on his back. Cause of this injury was not proper lifting techniques and enough help. Compliance with rules/regs not a factor, mining equip/systems or PPE a factor and job skills and miner proficiency may be a factor.
