Alleged incident was to have occurred while this contract labor was setting a post, a piece of rock fell striking him alongside of his head. Cause of this injury was not paying attention to roof while tightening a post. Compliance with rules/regs mining equip/systems, or PPE was a factor. Job skills and miner proficiency may be a factor.
