## Narrative

Employee was moving tailgate shields his hand was on top of panline rail. Rock fell when it slid off of top of shield striking middle finger on right hand. PPE was not a factor, compliance rules/regs was not a factor, mining equipment/systems was a factor, miner proficiency was a factor.
