Narrative

A shuttle car operator was hanging miner cable from the mine roof. As part of this task he stepped on a chunk of coal strained his knee. He went to a doctor for initial observation and on the follow-up visit the doctor pulled some clear fluid off of the knee. The mine was not aware of the fluid draw until 4-19-13.
