Employee was installing inside roof bolt when he saw a rock falling from the roof. He tried to get out of the way and the rock hit his right foot caused a contusion to the foot. PPE was not a factor, compliance rules/regs could have been a factor, mining equipment/system was not a factor, miner proficiency was a factor.
