## Narrative

Employee was assisting crew which was installing wooden transmission utility pole. Ground was frozen due to 19 degree temperature. When he attempted to roll the pole with a cant hook - his foot slipped on hard ground and he fell. He was taken to ER and X-ray determined that he fractured his fibula.
