Miner was standing on a ladder when he was building a stopping. The miner attempted to reach out (instead of repositioning the ladder)to set a block, when he reached, the ladder kicked out from under him. the miner suffered a sprain. proficiency may have been a factor. the following were not a factor: Rules, Regs., equipment, protective devices, attitude, skills, clothing.
