Narrative

The employee was operating the head-gate side of the shearer, mining toward the tail-gate. The miner stopped the shearer and walked back ten shields toward the head to remove an obstruction. The pontoon of a shield pushed his leg against the pan-line. Violating company rules was a factor. Not a factor: Regulations, equipment, protective devices, attitude, skills, or clothing.
