Individual stepped off a track rail due to lack of concentration catching the left foot on a track tie causing the left leg to extend backwards causing strain to the calf muscle. This did not involve compliance issues, no equipment involved. It did not involve job proficiency, training or attitude. All personnel safety items were being utilized.
