## Narrative

The employee stated that while shoveling some frozen material from under the slope belt, he felt pain in his back.  The accident occurred because the employee failed to recognize the frozen material.  He did not violate and rules, regulations or policies.  He had on his appropriate PPE materials. The employee was trained in the handling of materials and general shoveling.
