## Narrative

During fire training, the task of moving an inoperable ATV track vehicle approximately 6' to one side of the bay was assigned to several employees. As one employee pulled on the luggage rack, the bolts released allowing the rack to swing up and out on the hinge, striking another employee on the top of the head.
