Individual was troubleshooting a de-energized power center. While cleaning carbon particles off of the Capacitor Bank,(disconnect throw), individual was shocked. He received burns to the palm of his right palm, and lower left calf of leg. It didn't involve any compliance issues, job skills, proficiency, training, or attitude.
