## Narrative

The miner was attempting to fill a pod duster when the fill hose lost pressure. When the hose re-gained pressure the employee stumbled and fell against the coal rib and hurt his ribs. The following were not a factor: rules, regs, proficiency, skills, equipment, protective devices, and clothing. Attitude may be a factor.
