Truck driver returning with haul-off dirt from a job site, proceeded to the upper dump site and stalled engine near the top. Driver failed to administer the brakes while attempting to restart and rolled backwards until loosing control striking right side berm causing truck to roll onto driver side. 25ft.roadway was clear of debris. Existing berms exceeded minimum requirements.
