## Narrative

Employee was operating a portable winch to repair 1 East Belt.  As employee tensioned the belt, one end of the winch raised up.  When employee released the tension, the winch set down on employee's foot.  Employee was transported to the hospital where x-rays revealed a fracture of one of the bones in employee's second toe.
