## Narrative

As the employee was removing the bolts from a set of track connector plates, the rail suddenly moved and struck the employee's left ankle.  The accident occurred because the employee failed to heed the warning of co-workers telling EE that EE was not in a safe position.  The employee is a multiple injury person and doesn't appear to have a good safety attitude.
