## Narrative

While changing a top roller on the #17 belt after it was emptied, locked and tagged out, the come-a-long being used to raise the top belt slipped allowing the top belt to drop.  The individual was between the belts changing the roller and the top belt pushed EE's head into the structure causing a laceration to EE's right ear and a fracture to EE's skull.
