Narrative

Removing handrail from panline in 23W with 650 scoop. Bill of scoop put against panline frame, winch hook attached to center of handrail, injured stood by front scoop tire. Handrail caught, built tension in winch, and then released, throwing handrail on injured, breaking two fingers and bruising thigh. No problems with PPE, training, mining methods or compliance issues.
