## Narrative

While diagnosing a transformer with 13.8KV and 24.9KV feeding into it, the employee and coworker determined a fuse had blown. They could not locate a replacement transformer and decided to install ""jumper"" to return power. They had determined that since there was additional fuses to the outside it would not by pass the any safety devices.
