Narrative

Employee was trying to recover rail in the 1A spur. The rail was on top of another piece when EE tried to attach a chain the rail shifted striking EE's right hand causing three fractures. It didn't involve any compliance issues. No equipment involved. It didn't involve job skills, proficiency, training or attitude. No PPE or protective devices on equipment involved.
