## Narrative

Employee was removing a ratchet binder from a supply car. After releasing tension from the binder ee noticed the binder hook was jammed in the D-Ring of the supply car. EE yanked on the binder strap to free the hook. When the hook let loose it backlash, striking ee in the upper lip.
