Narrative

The employee drilled starter steel into the mine roof and dropped the boom. Employee's partner was trying to communicate with employee so employee covered the second drill steel in the chuck with hand to hear better. When employee did this, the first drill steel fell out of the mine roof onto the employee's hand causing a fracture.
